I have a really long list of pet peeves, but near the top is people smoking at doorways at buildings that I need to go into. It's of course nice to provide a butt container at the entrance so that the area is not littered with butts, and smokers no doubt appreciate a spot that is sheltered from wind and rain. But on the other hand, situating a container at an entrance is the best way to promote the spot as a smoking lounge, where people strain their lungs trying to burn down the remainder of their 25¢ cigarettes before relinquishing them to a smoldering death in the sand. During all this, nonsmokers entering the building are subjected to second-hand smoke. And, when buildings are under negative pressure, all the smoke is sucked into the building whenever the door is opened.
It's not really the smoker's fault, though -- the responsibility lies with the person who put that butt container right at a public entrance. It trains smokers to smoke there. Some institutions have wised up to this and instead train smokers to de-butt at locations more distant from the entrances of buildings. I think the City of Philadelphia even has a law to this effect, and even has signage on buildings alerting people to a "smoke free perimeter" that surrounds all public entrances. Usually, these rules also apply to areas within 20 feet of a building's air intake vents, another popular place to smoke for some reason.
I'd wager it would take approximately 45 minutes to re-locate all the butt containers on campus.
Overview of research showing that outdoor second-hand smoke is indeed harmful, not just indescribably annoying: news-service.stanford.edu/news/2007/may9/smoking-050907.html.
