'Security Certificates' allow the Canadian government to indefinitely imprison non-citizens without a public trial or presentation of the evidence. Charkaoui has been on the front lines of challenging the 'Security Certificate' law which has been broadly condemned by human rights groups including Amnesty International and Human Rights Watch.
